Seed Anomaly State

E2E-only: seed a DeviceStuckTriggerState or ShiftOverdueTriggerState row.

Used by frontend/tests/e2e/dashboard-anomaly-pills.spec.ts to inject anomaly state without depending on the Phase 130 scanner cadence (~60s). Gated by E2E_TEST_MODE + X-E2E-Secret (mirrors seed_e2e_data).

Creates a per-workspace e2e-anomaly-{type} Workflow lazily so the spec does not need a separate workflow-create step.
