End Shift

/api/v1/devices/:uuid/end-shift

End a tracking shift (PRD §5.3).

BYOD Security: Only the device owner can end their shift. Location uploads stop. Offline-buffered locations with timestamps within the shift window will still be accepted.

State transition: ACTIVE → OFF (or PAUSED → OFF)
