End Shift

End a tracking shift.

BYOD Security: Only the device owner can end their shift. Location uploads stop. Offline-buffered locations with timestamps within the shift window will still be accepted, except those from a pause.

A body with shift_started_at and stopped_at ends that exact shift at the phone's recorded stop time. If the stale-shift sweep already closed it, the reported stop time replaces the sweep's provisional end.

State transition: ACTIVE → OFF (or PAUSED → OFF)
