Get Workflow Run

GET 
/api/v1/workflows/:workflow_id/runs/:run_id

Return one run of this workflow as a history entry, whatever its age.

run_id is the WorkflowExecution id that events report in workflow_runs. A run of another workflow, another workspace, or one the caller's history scope hides is a 404, so ids don't reveal which runs exist.
